This one is simple. When making diplomatic demands from other factions, the Lumeris should be able to make it seem as though those demands came from a separate faction. This could incite war or bad diplomatic standing between the targeted rival factions. However, this action could also go bad, and accidently strengthen bonds between two apposing factions. This would be consistent with the Lumeris' skullduggery and enable them to stab friends in the back without them knowing . This action would, of coarse, cost a large amount of influence and possibly Dust.

I like this idea. I think it would be fair to make the cost of such actions be literally twice the influence cost, then twice that in dust (so if it normally cost 125 influence, it now costs 250 influence and 500 dust). This shows that they're having to call in contacts, bribe or threaten officials, etc.  And as you say, it feels thematically appropriate, at least to me, for them to be able to do it.

Thank you for the input. I think the cost method mentioned would be great. I would like to play a very political game but all the games I play seem to always resort/descend to combat. I think this is a balanced way to stay true to their play style. This would also help keep the Cravers off there back.
