My suggestion is Endless Space 2 follow path of Endless Legend by providing support for Modding, but not after the release.

Instead, provide it as soon as possible, and in worst case at the release date.

I've to say about Endless Legend, mods linked to Steam workshop has been an huge improvement, but coming late. 

So make it as a basic feature of Endless Space 2 !
