More tribute options for forced truce

Currently for Forced Truce you have only dust as tribute.

But it would be a lot better to be able to choose more options.

For example if you fight to reduce the other factions influence zone then why shouldn't there be an option to reduce it.

Those are the tributes I would suggest:

- production (for example 10% from each system and distributed evenly to winner systems).

- science (in the same way)

- food

- manpower 

- reduction of influence zones

- hand over a number of ships
