Change "Deadly Intent Bill" mechanic to prevent retreat.

The militarist politics are rather powerful, but it gets to a point where power is meaningless. The final unlocked political action from the Militarist is named "Deadly Intent Bill". It currently grants the player 50% module and troop damage. This is a devastating upgrade, no doubt about it. But if you are dedicating to military hard enough to unlock this option, chances are people are already weaker than you, to a point where they retreat every fight. Constantly retreating forces are extremely frustrating, which increases in frustration to suicide inducing emotions when the AI has three-hundred one ship fleets constantly engaging then retreating on half health regardless of your damage or fleet size. This annoyance also effectively nullifies any strategist that attempts to harvest ships for dust and science.

In ES1 i would play Sheridan for the sole reason that fleets cannot retreat from them. This allowed me to fully exploit dust and science gathered from the destruction of ships. In ES2, there is no longer any rule that prevents retreat by the enemy. I suggest that the policy is changed from a 50% bonus, to a bonus that prevents retreat. As the 50% bonus is superfluous, whereas preventing retreat would be justifiably powerful as a replacement and would be actually useful.
