If you go into the planet-view you will see the same symbol next to the resource. Later (once you have researched a few more technologies) more of these symbols will show up as you discover new resources.

The QR code represents that there is a planet in the solar system that has a luxury resource, (Ancient Electronics or something)

I doubt it will actually read anything.

yeah i noticed that too. i didnt try scanning it i just summed it up to how certian systems would have some specials displayed in galactic veiw.
