Can someone explain me please how it can be, that a ship (for example to colonize) cost 210 Industry, but I can buy it, although I only have 13 Industry. Dont understand this.

How does that system works?

You do not buy a ship with industry smiley: industry, but rather with dust smiley: dust (it's calling "buyout"). On the other hand, industry smiley: industry produces ships / improvements, adding the amount of industry smiley: industry a planet has each turn (in your case, 13) until it reaches 210, whereby said ship will be built without any dust smiley: dust cost.

The dust cost of buying out a unit in production is reduced each turn, as industry moves forward in its production.
