Blue and Green arrows

Hello!

Can someone explain to me the difference between green arrows and blue arrows? (I know they linked to the ship speed but I don't know the differences...).

Thanks!

btw: i have an event giving me +50 of each arrow!

Green arrows are bonuses to ship speed when in your OWN territory.

Blue arrows are bonuses to ship speed when traveling anywhere

(that event is +50 *percent*, not +50, btw)

Don't know how long these random events last, I'm guessing 10-20 turns or so. I know I had one that reduced all ship and system sight ranges by 80%, but I didn't count how long it lasted. Would be nice if some sort of event monitor popped up showing where these things hit (in the case of single-system events) and/or how long the galaxy-wide ones last

Are you sure about this? So far I thought green arrows were corresponding to warp, so to say offlane speed, while blue where onlane speed?
