hi i'm playing a longe game now but it seems my enemy has more than 5 ships in a fleet.

how can i do that cos 2 cruisers fill up 4/5. and i want to have a nice armada cos the enemy is kicking my ass on all fronts

There are technologies in the tech tree on the left that increase your command cap which allows for you to have more ships in a fleet.

To be able to field larger navy fleets, you need to research the techs in the "Western" tech tree - the one dealing with diplomacy, navies and trade. Look for the eagle icon techs and you'll figure it out in no time
