[Discussion] Heavy Isotope Refineries too strong?

Every game I start, it seems that a Heavy Isotope Refinery (HIR) is by far the best start. 10 + 1 or 2 industry/pop seems so much stronger than any other choice.



It blows away the tier 1 food, dust, and science improvements.



Should it be adjusted/nerfed?

On closer inspection, it's actually about equal Alien Grafting (+planet food), but it does kill Public-Private partnerships (+system science) and Xenotourism (+system Dust)

I find it fine, if anything, it just guarantees good production early game, but doesn't give you as good of an advantage as having alot of dust( To speed buy things) Or research ( to rush high level tech ) Production doesn't accumulate, its just there, so it should have a stronger boost than the rest.

I'm looking at it from a strategic choices standpoint. Is it ever better to get anything other than an HIR first? Seems like the answer is no, which means we have a very one-dimensional opening strategy.



The bonuses from food growth ramp up very slowly, and the Dust & Science improvements are just much weaker.
