This is early game... I only have my home system as part of my empire... they are now on strike and I lose.

I've had the random anomalies created early in the game, but I never ever got it with only one planet in my empire. I believe the odds of this happening are really, really minimal, so either you can try and overcome it (maybe with really low taxes), or just start over. Starting over might be the better option, honestly.
