What to do with diplomacy when you're playing versus cravers ?

What would be cool is some other way to use diplomacy techs. For instance each tech that unlocks diplomatic options could also raise the diplomatic capital (like in Fallen enchantress).

diplomatic capital woul dbe som ekind of dipomatic currency and could be used instead of Dust, but could also be spent for some effect : preventing an enemy fleet from moving, allowing one of your fleet to move two times in your turn, paying some mercenaries for one turn in a combat. Force a cease-fire treaty on someone for x turns. Speeding research. Etc.



What do you think ?

I think it would be too aggravating to get your fleets locked down or an enforced peace you can't do anything about.
