Rearrange free starting techs

A Tier 1 starting tech costs you 10 points when creating your race. These techs can quickly go down to 1 turn to research, and in many cases the building itself takes longer to build than research.

Remove cost of Tier 1 & Tier 2 starting techs, and give each race 2 T1 and 1 T2 starting techs.

It would help to define them in the early game.

I disagree, position that they will soon require 1 turn for research is not an argument to give them immediately in the very beginning. About free technologies - you get some of them, depending which race do you play. And this thing really should be balanced.

A T1 tech, 10 points, equals to PERMANENT +1 pop on tiny, small and medium planet for entire duration of the game.

A T2 tech, 15 points, equals to PERMANENT -20% cost on building buildings (or ships) for entire duration of the game.
