Is it possible that the bonuses for these two improvements were switched by mistake? Judging by the description I would guess that "AI Labor" improves ship-building, while "Self-Organizing Cities" improves infarastructure-construction - but the bonuses are the other way around.

I also agree.

I keep thinking that self-organizing cities is a tech I need for general production increase, and it's not.

I agree, the discription and 'visual' of the tech seems to indicate they should be reversed.



Perhaps it is intentional that the System Improvement Upgrade to be of a lower tier on the tech tree as the Military Production one, in which case instead of switching the bonuses switch the tech names and descriptions around. The result would be the same, which is the real point. AI Labor seems more appropriate for Ship Construction while Self-Organising Cities is more appropriate as a System Improvement improvement, the actual bonuses can still hold the same tier on the tech tree.
