Current situation:

You have half a dozen things stacked in your build queues, and a new technology or resource becomes available or enemy action makes building a certain kind of ship a high priority.



Your only option is to delete every item in the queue, and then put them back in the new order.



Suggestion:

Make it possible to drag items up/down in the build queue.



I've tried to do it reflexively on several occasions.

That would makes things _so_ much better. +1
