[ANSWERED]New Ships, how do we get them

After playing a few games now I can see that we can modify the 3 that we start out with, but I just cannot find how we can build higher up ships.

Is this in the tech tree's or command ratings ?

The "hulls" such as destroyers and cruisers are unlocked in the bottom tech tree.

After I zoomed into the tech tree one more level than I had been sure enough there they were
