I've played a few games as UE and it seems like if I don't use any strategic resources and then research that tech that provides 2x FIDS and resource copy, that strategic resources aren't used up when I build ships or improvements that seem to require them.



Or am I reading everything wrong and improvements just require you to possess one unit of the resource?

You just need to control them. They aren't used up.

Hold the mouse cursor over a strategic resource and you will see what bonuses 1 deposit of that resource gives you. In addition if you control 4 deposits of the same resource you then have monopoly which means even more bonuses. And as VieuxChat said strategic resources are not expended. They are not amassed every turn either, what's the case with Dust for instance. An example: if you control 4 Titanium-70 deposits the UI will be showing you "4" until you either lose some of the deposits to the enemy or find and start exploiting more deposits of this resource.
