Transfer population

I still don't know what I'm doing wrong. Are you supposed to transfer populations in the System View? I can't seem to drag the population icons.

I've noticed it allocates them automatically, when you colonize a new planet within the system. But you can click and drag the green population icons onto the white pop. icons on another colonized planet; for me, it takes a few seconds for the click and hold to register before dragging. It also won't work if you try to drag the white population icons, since those represent empty slots.

Tried holding the mouse button over an active pop. icon, but it still wouldn't turn green.

This is broken in today's release, it will hopefully be fixed in tomorrow's(?) release.

Still happens sometimes, but not nearly as often. In fact, I only noticed it once over 300 turns of play moving pop every other turn or so.

This is after starting a new game after the update to 0.44.4 and reverifying steam cache integrity.

The same for me, although I had an extended issue. One system wouldn't let me move population for a few turns. Only that system, though. I gave up after a while, though, and it worked when I went back to it later after shutting the game down to take a quick break.
