How does system development dust calculation work?

How exactly is dust calculated when building system improvements? I understand that it is based on smiley: stickouttongueopulation:, but it seems that I'm always a bit short of where I think I should be.







In this example, the system has +12 dust. The improvement about to be built subtracts 2 dust but adds +1 dust per population based on whichever planet it applies to. It says +1 dust per population on arid, which this system has an arid planet with 3 population points. That should add +3 dust. So basic addition and subtraction would tell you ((3 - 2) + 12) the system should have 13 dust after the upgrade.







Yet, the system's dust doesn't change. Does the first population point not count toward the improvement or something?

You should have captured screenshots of your system's Dust breakdown. Of course you've correctly arrived at the behavior: the improvement is giving as much Dust as its upkeep, but no more.



What's your tax rate at? That reduces Dust you get from improvements as well, not just from the planet itself.
