where are the custom factions?

on the progress page, it is listed as completed. however i am unable to make a custom faction in game. am i missing something out?

They're not available in game yet, as far as I can tell, they'll only be usable in the full release! So that's next Wednesday.

By full release, do you mean the game being sold everywhere at full price, or that the game would simply be considered feature-complete with bug testing and tuning to be done?

I think full release means 4th of july even though dvd version is coming in august
