How does population growth work?

i realize it's primarily based off of food surplus (probably happiness too), and the empire window shows when it grows, but say you have 2 planets in a system, does it randomly put your new person on a random planet or is there some order to the way they're given out, and if it's random should you be moving population from one planet to another in order to either keep both planets balanced (both are 3 out of 6) or should you try and max out one planet asap (eg 5 out of 6 and 1 out of 6)

Don't know if it's random, but I guess it might help stacking most persons on the planet with higher food per person production to get the overall population up.

From my experience it will put the person on the lowest pop planet, so it tries to keep all the planets at a balanced population. This is usually sub-optimal though since you probably have a higher tier planet that you colonized first and would rather see get maxed out instead of the lower tier one getting that extra pop, making it worthwhile to check in on your systems and move pop regularly.
