Look at the production queue. To the right of the item will be something like this:

Click it to "rush" the item. If the circle is greyed out, you do not have enough Dust to rush. (Hovering over the icon will tell you how much it will cost)

You can also buy ships with Dust. Tech cannot be rushed using Dust. Question answered, thread closed.
