I am assuming you know how to order your fleets around. Click on the fleet, then right-click on a nearby star?

In order to move beyond your constellation, you will need to be able to traverse wormholes (the squiggily lines). This will require the Applied Casimir Effect tech, which is in the bottom tree. Once you have that, you can really explore the galaxy.

It's hard to tell what barrier you're up against without details, but there are 3 major things that can block your scouting.

Wormholes: You need a tech to go through them.

Pirates & Foreigners: They kill your scouts! Try to scout asap, before pirates infest the stars. Try to make peace with neighbors if you can, and explore their systems. As far as I can tell, you need to have explored a system to get a trade route with it.

Borders: If you don't have an open borders agreement, you can't enter the territory of another player unless you're at war. An exception exists for stars that you haven't explored yet. However, if you can't make peace with someone before the first outpost of theirs you discover develops borders, you may be prevented from exploring their territory until either you can bypass that world through free movement (very advanced tech) or get that open borders agreement.

Not 100% sure what you are asking about, but make sure to use the in game tutorial. If you are just dying to pirates, you can adjust their annoyance in pre-game set-up.

But right clicking on the star-types (white, yellow, blue, red giant...ect) will set your lil' voyager on his way. The post ^^^ above explains more scenarios smiley: warning

Good luck mate.

Always scout the planets joined by solid non-wispy lines and identify chokepoints you want to take conneted by wormholes (wispy lines). That's what I typically do early game.
