If there are nine attackers and one defender, is the defender's defensive systems acting against each attack or only once per round? For purely passive items I can see it acting each attack, but active defense like the chaff I was curious how that worked

Each defender's flak is applied once, to the sum of all missiles targeting that ship. Please see the combat order guide in the strategy guide forum for additional information.
