Not really no - not other than picking some custom race traits that speed it up (if they exist)

The rebellion faction trait increases ownership gain up to 100% It is under the defense trait list and costs 5/10 points for 50/100% ownership gain.

This is a default trait for stock Pilgrims (Rebellion II).

I think happyness surplus reduces takeover time, move in a hero and quickly build

increasing improvements.
