Hey so love this game so much btw

Just a quick question, what is this? and how do i develop it??

For some reason i get the feeling that i am failing to upgrade my planets because i dont know how to imrpove this.. =\

I must have missed it in tthe tutorial

Hey

You cant improve this. If you settle on a new planet it is called an outpost, after a couple of turns (dont know how many, 20?) the outpost turns into a colony.
