Command points in this summary is just the sum total of all the CP in use by each race. If, for example, you had 200 battleships in total and nothing else, you would see 400 CP. So if you want to win on that tab as well, you need to build more ships. Depending on the difficulty level, you may need to build 50 times as many ships. (Or just stick with good ships that can create fleets that annihilate 40 enemy fleets without losses and don't worry about total CP. Numbers are irrelevant when your foes cannot touch you, and CP is a small portion of your total score, which is what REALLY determines who wins at time-out.)

The current AI builds a *huge* number of small ships and keeps them even though they are obsolete. So it may literally have several hundred 1 CP ships in a system. I come in with a 12 CP fleet of mid tech DNs and kill all 200. I am sure the dev team will improve the AI behavior, so it scraps or retrofits all those ships into a smaller, more modern fleet.

To be clear here, when you quit before achieving a specific victory or the time-out, the screen always says you lose. Even if you're in first place. So if you're thinking that's because you're first in everything but command points ... that's not it.
