I was wondering if it would be possible to colonize planets in a system from other colonized planets in the same system? Perhaps with a certain tech ? It would save on having to build colonizers.

Already possible. Just go to the system, click on the planet you want to colonize and (provided you have a planet with at least 2 pop. on it) there should be a button to click to colonize the desired planet.

Aye, that's already in the game as Araknar pointed out.

When I went to click on this, I thought it was a post about actually being able to colonise a planet in a system that someone else has also colonised,

That certainly would be...different.

I was actually unsure whether this was possible, in outpost sectors. I assume the answer is no.

doesnt matter if its an outpost or colony just have to have 2 population and the proper tech to allow colonization of the planet type.
