when doing certain terraforms, there is sometimes a required strategic resource, if you have a monopoly on said resource do you get a building bonus?

I was under impression if just applied to ship modules but I havent checked usually by the the time I have so much industry plus AI labor it only takes 1 or 2 turns.

Yes, you get a bonus. I haven't done the math but I believe it works the exact same way as with modules, meaning a massive 60% discount if you have a monopoly. The 'Invulnerable Empire' improvement which normally costs a gigantic 30000 industry costs just around 13000 when you have an abundance of the two required resources.

Strategic resources are indeed critical throughout the game.
