Why do built-in races have more perks than are possible for custom races?

Are custom races supposed to nerfed/disadvantaged? Try to create a custom race, say, from Horatio. Notice that the number of perks (79) exceeds the possible perks (65). If I try to customize this race, I would lose 14 points worth of perks. Is this a bug?

Given how ridiculously unbalanced the custom faction system is (you can create some absolutely ludicrous factions by abusing some of the more broken traits) I'd say it's just fine the stock factions are 'too good'.



The reality is any of the stock factions is far weaker than what you can create with your custom faction, fewer points or not.

Yep, that freedom generally translates to stronger races.



Also, most of the stock races have default techs, which is the absolute worst way to spend your points. So they don't really have an advantage.
