I'm sorry but i'm terribly confused. Was the option to pay dust in order to shorten construction time always there?!

It's been there since I started playing, which was sadly version 1.0.9, so I can't help too much.

Since the United Empire was part of the base/earliest of races implemented, and their main strength (of the base non-custom race) is intended to be dust production, buyouts (1 click pay to builds) were the viable option over industrial juggernaut superworlds for such a race I guess...
