I believe they cannot spawn where you have sensor vision.

That's what happened when it happened to me back in beta.

Did not know about the sensor vision stuff and pirate spawning. Thanks guys. I guess those satellites and research related bonuses to sight/radar are well worth the purchase then. I know pirates are normally not terribly difficult, but I do hate when they spawn nearby a weak system and wipe out a weak fleet or take over unprotected colonies before you can get to them.

Good tips.

Correct. That's why I said to always put a scout in uninteresting systems nearby your empire.

I've had pirates take one of my systems, but I took it back before much happened.

like if a pirate takes someones system and holds it long enough can they start making their own nation and fleets using different military tech or do they just take planets to give you the middle finger? and if they dont can we make that happen? i think itll be a fun little experience to lose a game to pirates

Moved to the FAQ section as a question.

I'm not sure they can still invade systems, but in earlier builds they were able to invade and capture systems. Also they seemed to use those for creating ships.

Same here. Overrun my with an army with far more CP than I had at that point. Then the Craver joined the party on several other planets so I threw in the towel.

Edit: So always place a scout on systems next to your empire you don't want to or cannot colonize. Pirates only come from uninhabited systems with no ships in the orbit.

They do. Had it happen to me in my first game and seen it happen to some AI players on occasion.

I saw them take stars in earlier builds but not recently. When they did capture stuff though they didn't build anything and they didn't seem to recover much resistance either. In my first game (on newbie difficulty) pirates wiped out two factions before I ever met them; they were also a really great way of whittling down my "friends" - I ruthlessly hunted them down the moment they entered my space, but I happily allowed them to capture Sophon world after Sophon world, neatly moving in the turn after they conquered each one and "liberating" it for the UE... And the Sophon were my "allies". Well UE is evil after all.

Like I said though, I've not seen that behaviour in the most recent builds.

I miss it.

(I suspect it was removed deliberately to prevent this sort of thing.)

Would you please read the original post again:

if a pirate takes a system, can they start making their own fleets?

They are not SUGGESTING a feature, they're ASKING a question.

As to the answer: I have no idea.

An entire solar system of organized pirates? Please.

If a such feature must be added it should rather be an entirely new faction, much like the 'random menaces' in Sword of the Stars (AI rebellion, anyone?). Some sort of alien race that mysteriously takes over worlds (they can be mind controlling the populace or whatever), essentially creating the possibility of a new faction emerging in the galaxy that nobody expected.

Just not pirates. Rebels, aliens, whatever, but not pirates.
