Yes, it was supposed to be per pop. The similar bonuses in traits were useless as well - I posted about the weak defense bonuses and I think that was what made them change it into 'per pop' instead. They forgot the Temple bonus though as well as certain others (there is a hero trait - two actually - that also weren't fixed). You can file it as a bug report if you care.

I love it when I get a system bonus that is contrary to my decided use for the system and then I am stuck trying to figure out, is it worth rolling the system to take advantage of what the moon offers.
