Faction Trait: Rebellion, question

Hi, I am trying to decifer what rebellion II actually does. It sounds like for each system you colonies/take the time for invasion combat decreases. Is this right and if so by how much?

Rebellion speeds the rate that you gain and lose control of a system (Not the invasion speed, the 'control' level).



Or as to my understanding, thus the other one does the opposite.

To elaborate on that: When you first conquer a system you still don't really 'control' it (simulating the chaos that would result from an alien invasion). This negatively affects approval meaning any newly conquered world is considered to be in a state of rioting. Basically, Rebellion lowers the number of turns where a newly conquered system is useless due to this rioting by raising approval faster, meaning the system becomes productive earlier.

The trait says that it effects ownership gain not control gain. Which I believe are 2 different things.
