An AI player offered me a couple of diplomacy offers, which I accepted, and that seemed to work fine.



A 2nd AI, who unprovoked killed one of my ships, LOL. I did a Declare War, which of course he accepted (if I understand there is no option on that one.)



However, I am NOT able to offer ANY thing, to either of those 2 AI players now. What is wrong?

Did you research the relevant diplomacy technologies? There's one for peace treaties, a different one for trading dust and stuff... But there isn't a tech for declaring war, anyone can do that.



If you don't have them, you will still be able to accept offers, but not make your own.
