What does 'On Empire' mean?

I'm assuming its just a poor way of saying, in empire.





But, there's some things like the sophon ability of -40% on support modules, 'on empire'. Which leads me to think that that it may refer to an upkeep cost, because when are you not building ships but 'on empire'? Then again, you could build ships at an outpost that still hasnt been 'on empire' 'd within the territory.



Then there's skills that increase movement speed 'on empire' which kinda makes sense grammatically, but when combined with the other poor explanations only breeds confusion.



Please, no speculation, no 'well this is how I operate', only definite for-sure answers to this topic.







And yes, I did search, but the epic search function only points you to threads with the answer, and when the 'answer thread' is 20 pages long...well, yea.

It means the effect is applied to On [theentire] Empire similarly how On Planet refers to a planetary effect.

"+2 Command Points Cap on Empire"



One of the techs does this, and it works even when your ships are outside your own empire, therefore I think we can assume that "on empire" means "everywhere".

"on Empire" is working for everthing you/your empire can control - similar, to the "on system" or "on planet", as said above.
