How is ship upkeep calculated? Does it vary?

How much is each ship's upkeep? I saw somewhere that it was 1 dust per CP, is this correct? Does it vary if the ship is in or out of the hangar?

Sorry if this was posted before, I really could not find.

In a recent release note, the new formula is given: (0.4 * max fleet CP) per CP. So, in the early game when your max CP is 5, it is two per ship CP.

Hmm. That seems rather high. If your command points are set at 5, then you are spending 2 dust PER ship command point? The next question is whether or not ships require dust if they are sitting in a hangar? Because I've built ships out of the hangar, checked my dust income for next turn, and there has been no change.

There definitely needs to be some information in the game that details fleet upkeep.
