It automaticlly downloads in Steam.

Make sure your game settings are set to automatically update.

This - or is Op referring to something else? Maybe updating didn't work (but I don't think so)

The pirated version of the game doesn't require Steam to run (for obvious reasons), so it's likely that many people torrenting the game don't even know it's a Steam game. Anyone who've used Steam more than an hour knows it auto-updates its games, so there's no other reason to ask the question.
