What is base chance that projectile will hit the target?

I've got trait +15 weapon misile and after some investigation found that it is still not a 100% besides foes does not have and antiaccurasy traits or abilities.

Long..........90%...........50%..........20%

Medium......70%............90%..........40%

Melee........40%............70%..........90%



As far as I understand it, missile hit chance is also affected by flak chance to intercept, so tech disparity on flak vs. missiles means that the chance of intercept goes down as flak tech gets higher up the tree than opposing missile tech (and the opposite is true as well).
