Does the -15% accuracy come from a possible 100 or 15% from the weapon types current accuracy?

So does playing Short Circuit during phase 2 against a kinetic heavy fleet reduce their accuracy to 5% or to 17%?

I tried searching and couldn't find anything that specific on the issue. I'm guessing it reduces it to 17% because of the wording. But I wanted confirmation as it makes a big difference on when this action is best taken.

from my guess i think it reduce by original value, see if they have accuracy of 100 and card reduce it 10% then it reduce to 90 but if they have accuracy of 70 then it reduce to 63. work well when use with Hero that have high defense stat.

But that isn't what Short Circuit does at all.

It reduces the number of Kinetic rounds fired, and increases/decreases Absorption (Laser) if it was successful/blocked.

This is right, i just learn about that not long ago too.
