I don't really understand the influence mechanic. Having the base influence once my system stops being an outpost still lets me lock it down and not let anyone pass through. What's the point of having a greater influence around a system?

to lock down other outposts/neutral systems nearby. With a large enough influence you can envelop other empires outposts with your influence and capture them without them able to retaliate during cold war. However it doesn't provide much during a full-blown war.

Your outposts within your own influence area produce more dust because they don't suffer the penalty "from distance with empire" (-50% dust per turn) and also they get expansion disapproval.

I don't think this works in practice. The outpost's dust output still shows a 50 percent reduction, even if the outpost is in my influence.

Interesting, I'll have to try this for myself in another game. I think the border was just barely touching in my last game, kind of like in your first picture.
