Pirate system? really?

Is it common to see a pirate controlled system? I have played a well this is the first time I see such thing! I just want to make sure it's not a modding error!

These systems were simply conquered by pirates.

It's no error or bug.

They generally don't last too long, as they are basically at war with everyone, and usually easy to retake, so I don't think they pirates generally keep them long enough for it to matter.

Basically, it's a chance to scoops up a system without making anyone mad at you.

Do they build pirate ships?

In my current game they wiped out an AI and now control their home system. It is way out on the end of a spiral arm, so nobody (me or another AI) has any colony close to it. Thinking about letting them keep it and using the fleets it builds for leveling up heroes, but of course they'd need to build ships for that to work.

They only have perks for getting less dust and less speed, to theoretically they work under the confines of conquering new systems, leaving a pirate empire very, very weak.

They do not, from what I've researched on it. At least I've never seen a save file where they did.

Yes they can and do make use of the hangars at times.
