Cannot Colonize Huge Arctic

Hi,

I have Compact Fusion Reactors and colonized a Small Arctic.

I then tried to colonize a Huge Arctic and it says Missing Requirements Colonize Arctic.

Is this a bug, known or otherwise? Or am I missing something really obvious that will make me slap my forehead when told?

Was it per colony ship or from planet to planet?

if it was system intern you need at least 2 population on one of the already settled planets in the system.

Or are u using any mods?

Forgot about the 2 pop requirement. Knew it would be something simple
