I see this sometimes from researching technology. I was wondering if someone could tell me what it means. Does it mean that's how much it costs on the system for having this perk?

That's the upkeep. When you build an improvement in a system you have to pay upkeep for it each turn. Please note that the upkeep isn't affected by the tax rate. Thus if your tax rate is at 25% the upkeep is the same as at 50% tax or 100% tax.

For this reason you have to be careful when building dust generating improvements.

How well is the AI when managing systems then? I usually have the AI manage my systems. I only take the best 3 of Industrial, Dust, and Science for specializing in those.
