This improvement gives bonuses to the population, but I'm confused whether this gives actual population, or it increases the population cap on those kind of planets.



If it's just to increase the actual pop, then what use has it when the system has full popluation? If it increases the pop cap on those planets, it should say that.

It increases the amount of people that can be on those planet sizes. If you have a tiny asteroid belt, that can normally support 1 unit of population, it can now support 3.

It kind of does say that....



White-colored people symbols represent potential population

Blue-colored people symbols represent actual population



Look at most improvements you build which depend on system or planet pop. They all use the blue person symbol.

This one's white, so that tells me it raises the cap on those planets. And that is what it does, once you build it.

Ohhh, that makes sense now. So that is the cap then. I didn't think about the white and blue color difference. Duhh. Ok thx guys.
