Under 'construction effects' for the Yotta ship class, it says "-20% on star system."



What does that mean, exactly? For how long does the system where the ship is built suffer that penalty?

While the ship is being build - you receive that penalty. As long as the ship is the first one in the queue, the penalty will be applied. So if the construction would take 4 turns, the effect will last four turns.
