When I try to colonize planets that I have scouted, even though these are sometimes in a ring around my home planet I get the message "these planets can be colonized but the star system does not belong to you"

what do I need to research or do to make these planets in the star system belong to me?

even after 150 turns and still I get the message "these planets can be colonized but the star system does not belong to you" and am unable to colonize even the closest planets....

Is the influence ring from a neighboring AI overlapping that system?

no, it's a strange thing, when I put the AI to manage things on the system, then I can colonize other stars???? then I can take it off and then colonize myself, I have played a few games now and it works every time, no longer have I the problem of not being able to colonize because the star system does not belong to you.. now the only other problem is losing!!! )))
