How do these two stack? what is calculated first?

I know that the surplus food is added at the very end of the industry calculation and the sower affinity gets applied before factoring in food consmption and permanent perennials. so my guess would be

• calc industry w/o SF -> calc food -> convert SF to industry.
• calc food until SA is not factored in -> calc industry -> factor in SA, consumption & permanent perennials
  
  

I favor my first guess, but I'd like to here it from someone who's not just guessing
