Merging Fleets sometimes doesn't work

I have 3 or 4 small fleets (2-4 ships each) orbiting a wormhole system (2 asteroid slots) that I'd like to merge into a bigger fleet . Now how to merge 1 or 2 of these ... but the button doesn't work .

The combined command points required to merge these fleets will be greater than the maximum command points of your empire.

You need to unlock additional technology which increases your CP, or split one of the fleets so that you can merge to the exact max CP.

The tooltips in-game could be clearer on this, to be fair.

I have just gotten the techs Command 1,2; how many command points does that give me to use ?

The Max CP is displayed when you select any fleet.
