The temple's tool tip states 1 science per pop but only gives 1 science per planet. See attached screen shots.

This is very possibly a bug. However, given that development on Endless Space (first of the name) concluded a long time ago in development years, it is highly unlikely that this will be corrected in the future.

I've noticed similar issues before, and I believe it is just an issue with how it displays the information. It adds most of such "per population" bonus into the "from population" number, but displays part of it separately.



It's been a while since I paid close attention to the issue, but looking at your screenshot, I believe it displayed the planet type bonus and the other bonuses, and added them all together to a total modifier, then multiplied by pop for the final number up top.

Note that +12 from type +1 from temple is +13 from population, and your total value is 26. Which would work out correctly if you had 2 population on that planet.
