The problem with qualifiying and dividing players in different leagues according to their skills could be solved with a simple diplomatic in-game option. Only the games which are played from beginning to end by a player are taken into account and if in a certain a moment you don't want to continue to play there is an option to surrender/capitulate(give all your systems to the player who is the reason for your surrender/capitulation; or divides your territories between the players you're at war with).

Leagues and tournaments can never happen while the game is so easy to hack, and that players can change their steam ID at any time. There is no reliable way to regulate the players.
